It sounds like you may need to grant permission in the report for those users to view it. Navigate to your event's reports page and click the "Publish to Access Portal" option next to your report. In the Viewing Rights page, ensure that you have selected your two portal users to have access. Alternatively, you can change your report to be visible to all portal users.

I have created an Access Portal, published a report to it. Then created two access portal users and have them as guests for said portal. But when they log into the portal they do not see the report. What am I missing?
