I double checked this with one of our Life Sciences SMEs and they said the following:
You can't limit what sub categories show based on other custom fields (like event type). She may consider making one of her categories the catch all for HCP associated expenses and then she can have sub-categories related to congress, advisory board, etc.
We usually see that type of breakdown more in the client documentation, ie. choose X subcategory for congress management fees. If she's building budget templates, we do often see those by event type so they have the line items with the appropriate category and subcategory already selected.

There is a push to standardize the budget templates in our account across our enterprise. We currently have a standard agreement on the primary budget categories, however, this push to standardize the subcategories. I am curious from a life-sciences perspective, if this is possible as we have multiple areas that manage different kinds of events--some have HCP and others don't.
Are you able to standardize sub-categories across areas of the company based on the event type (ie. Congress, Advisory board, etc.)?
