The setting 'Accepted registrants can be added as guests and registrant's guests can register on their own' must be toggled on in your guest registration widget and this setting allows the guest to have the same email address as the primary registrant which will not allow them to log in to the event app or attendee website.
To remove the error: Go to the event> Website> Open site designer> Top left dropdown> Go to the page on which the guest registration widget is added> Click on the Widget >Toggle this setting off 'Accepted registrants can be added as guests and registrant's guests can register on their own'> Save> Publish.
