Anyone who is already registered for the event can only be unregistered. As of now, the best option for you is to unregister them in bulk if there is no fee, from the event and then you can send them the invitation email and select 'Cancelled invitee' status while sending the email and the invitee can register for the event.

I have an event where the waitlist is enabled and currently in effect (we've reached the max # of registrants). I bulk uploaded a list of ~200 registrants thinking they would be added to the waitlist, but they were instead listed as accepted. I wish I could bulk add them to the waitlist, remove them from the event, or change their status to invited, but that doesn't look possible; I essentially need to be able to reset the status of all these folks so I can send them an invite email and they'll be able to register without getting any weird messages / issues.
