Does anyone else want the Guest Widget to be able to attach admission items to it?  Meaning, if the select a certain admission item, the attendee would not see the Guest Widget.

Have you explored the Guest Capacity settings on the Advanced Settings tab of an Admission item? You are able to limit the number of guests allowed for each invitee who selects that particular admission item. Limiting Guests by Admission Item will walk you through this process.

The problem is that you cannot set the capacity to 0.  We are trying to lock people out of registering a guest.  And use of the Guest widget allow everyone to see it. I would have to create multiple paths for registration types, and I am not going to do that.

Yes, exactly. The assumption here is that all Admission Items would cater to/allow guests, which is just not the case. We recently explored this here for usage in our events and got stuck at this same spot; not being able to put a zero for most/all reg types that have access to each Admission Item. Would love to be able to do this so that separate paths are not needed.
