A couple things that you might want to check are whether you have multiple registration paths and if, so which the default path is and what the settings are for each one.
If you have multiple registration paths, you'll want to click on the gear icon and take a look at the settings for each one - you'll also want to confirm which one is set as the "default registration path":
Next, you'll want to scroll down in the Path Settings and confirm each one is set to "Open to public":
It's easy to overlook that there may be different registration paths set up - and each one controls each type of registration experience.

I am finding that if a name was not on my initial email invitation list for my event they are unable to register until I add them. I have already checked the registration path and have the box checked that says open to public. What am I missing. Anyone should be able to register through the public registration link.
