Hello Lindsey,
If the registrant has a $0 balance they shouldn't see the payment widget only the Submit, Cancel, and Previous buttons. We have gotten into the habit of adding a text box above the payment widget which says something like, To complete your registration please click the submit button.
That way the person who has a $0 balance has some instructions and the person with amount due that sentence is "neutral" to them. If these are different registration types you can make the text block visible to the $0 reg type.

I'm working on an event registration. We have a registration path where not all attendees will have to pay - registration is free, with an optional $50 pass to a special dinner one night. I work with a university, and as such, all of the questions we require to answer if receiving payment have to be pretty thorough (above and beyond the 'payment' widget). I worry that these billing-details questions will be offsetting if the participant is not attending the dinner, and will not be paying for anything. As such, I want to set up our registration so that billing questions and the payment widget only appear if they have selected that dinner option (an 'optional item' in the registration path). If they have a $0 total, I want them to be able to fully skip adding payment information. What would be the best way to make this happen?
