I can imagine this is tuff as I have only done this once in my career. First, I believe that the process relies on consistency and clear expectations at the onset of accepting the session. I also believe that you can require them to agree to the policy or timeline.
Have you thought about incentivizing speakers for getting their information in early or on time? As harsh as it might sound, you could also create a policy that states that if the information is not received in a timely fashion that future sessions may not be accepted.

ISO ideas/ways to get sessions speakers to submit their info to the Speaker Resource Center. My conference has over 100 breakout session speakers, and getting them to verify session information is a struggle.
