Working with custom stocks does bring some interesting challenges therefore, I took time to test upon your request and have come up with some findings. I tried to adjust the width and height to see any differences. Additionally, I reduced the number of columns as well. Please review the options below to see if it suits your need. I have also attached a test screenshot for your reference.
I created a custom stock with the following settings:
Width = 6
Height = 3
Vertical and Horizontal margins = 0
Rows = 3
Columns = 1

I think my question is more for the setup of the stock, rather than in the badge designer. I would like to ensure that my individual badges don't have any margin (so I can print images and data tags the full width of the badge as you have described), but that the 8.5x11 page has margins with the one column of three badges is centered on the page. It seems like the only option for margins when making custom stock is for the individual badge, not the size paper that needs to feed into the printer.

In regards to your question, we can create the badge from custom badges then select the required badge type and when designing the badge we can stretch the Data tag box end to end to print on the badge end to end.

I'm doing a little research into double-sided badge printing and am wondering if anyone has had any success creating custom stock to print a badge that is duplicated horizontally instead of vertically. I currently use Avery 5392, which has three rows and two columns of badges, so mirroring the badge vertically to get a double-sided print would waste a row on each sheet. In attempting to make a custom stock to do a horizontal print, I am running into an issue trying to get the badges to print from edge to edge on the badge while still allowing for margins around the outside of the page, in order to line up with the stock of paper that I have.
Printing the badges out of house is not currently an option, and I'm trying to stick with the Avery 5392 paper because I have a lot of stock of paper and badge holders that need to get used up. Has anyone been successful doing anything similar? Any advice is appreciated!
