Amarnath, is that really true? The waitlist notification email has settings that allow you to choose how long the system waits to notify the second person if the first person doesn't fill the vacant spot, as well as allowing you to choose how to prioritize waitlisted invitees. If the system really blasts out the email to everyone on the waitlist, those setttings would be moot. Something's not right there.

When you increase capacity for your event in Cvent and have waitlist notifications enabled, the system typically notifies all waitlisted individuals at once - not in batches. This means if you open 50 additional spots, all 50+ people on the waitlist will receive the notification email at the same time, and registration will be granted on a first-come, first-served basis.
If you want more control, you might consider manually inviting waitlisted individuals in smaller groups using custom emails and unique registration paths or codes.
