A bulk import would be nice in this case, I can also see how it would be something very difficult to implement.
You have fees based on reg types. Early and late fees based on dates. Refunds based on dates.
You can update fees in bulk by exporting sessions, editing the fee and importing them back, but that doesn't do you any good for refunds.

That's all I was finding too. This needs to be something that Cvent makes a change to! I'm having to go through 400+ sessions to manually add the refund policy to each one. That's a level of tedious that needs a fix!
