I use to see who have payment credits
Contacts --> Reporting (new) --> Common Reports --> Payment Credit Balance by Contact (I prefer this one)
or I think you can use
Cross Event Reports New -->
General Event Reports --> Event Credits by Contact
To see how credits are being used
Cross Events >Cross Event Reports >Debit/Credit Details
Look at the Payment Method column for Payment Credits
I'm sure there are more ways.
