I would check your sub block settings and see if Free Sell is turned on. This allows attendees to book on a first come first serve basis with what is placed at the event level. I also see you have Primary enabled. I would check your Primary setting as well and if planning to use for upsells and anything above the block, making sure inventory is loaded there.
