Use the Registrant Details report and be sure to include your session or additional items.
In the filter you select No for that session.
I have convoluted way to import data to the contact record so you can send an email through cvent.
Create a custom contact field. I name mine C-EMAIL1.
Include in your report the custom contact field, email address, first name, last name.
Once exported I add NOMEAL in the C-EMAIL1 column. Save.
Import back into contacts matching the email address, first and last name.
I create an email that they did not select the meal and instructions how to add it to their registration.
I search those who are to receive this email using the attendee advanced filter.
I'm sure I'm leaving something out. But that is the idea.

Subject: Emailing those that did NOT choose an optional item
Hi -
I saw a few older answers to this question and wondering if there is a new method!
I'd like to email registrants that have NOT registered for our banquet. Can't find a simple way of getting those people in a spreadsheet with one row for each person. I did find a report that list each thing a person registered for but gave each item a row so multiple rows for each registrant.
