Custom Cards in the Attendee Hub don't have the option of not having an image, whether you upload one or the system chooses a default one for you, that image space is hardcoded as of right now. You can look at creating a Quick Link, as this doesn't have an image connected to it, but the link would need to route to a destination in the Attendee Hub, as it is meant to be a shortcut to other event content. Quick Links are also a feature only available in the Event App and not on the AH Website - https://support.cvent.com/s/communityarticle/Configuring-Your-Attendee-Hub-Pages (step 3).
However, as you mentioned, you are able to create notifications in the Attendee Hub! Notifications are an available feature in both the Event App and the AH website - https://support.cvent.com/s/communityarticle/Managing-Notifications-for-Attendee-Hub - you can push them out manually or schedule them to send out on a certain date and time. If needed, you can also add linked content to an AH notification that routes to either a weblink or an AH page.

However, when I create a new card for the home page it leaves a large space to add an image to the card, which I do not want to do.
