You can either copy from the event home page as you described or from the Event's page, if you have access, you can click on "Create Event" button and then "Copy Event":


However, if you aren't seeing either of these options, it may be because your account or your user role does not allow for Copying of Events. You'll want to check with your Cvent System Administrator, your Customer Success Manager, or Cvent Support to confirm whether you have access to Copy an event.
While copying an event is an easy process, there are a number of reasons why an account may want new events created from a template rather than copying from an event. Each account is different so it's best to check with your Cvent System Admin to be sure.

I am trying to copy a previous event but I do not have an "copy" option when I select the Actions icon. I don't see it either from the event home page next to the title. Is there another way to duplicate an event?
