Any user with RFP Access or Venue Admin can have access to RFPs. The user who is getting notifications for RFPs must have been added as a lead catcher to the venue which can easily be removed from the lead catcher section. May be the person who receiving the RFP notifications is not added as a user but only as a lead catcher hence, the person's access is not visible in the RFP/ Venue Admin section.

How do you manage who can see an RFP from the list of users. I'm trying to remove one of the users who are currently getting notifications. When I click on the Visibilty Settings in the RFP administration tab, they are not listed in that second group of users.
