I need to create discounts based on the number of people a "team" registers.  The more members a team registers the lower the registration fee.  Is it true that the last person who registers will pay the lowest rate (if the team members are registering at different times) or is there a way everyone pays the same discounted price within the group of 4?

You can use Volume Discount to give a discount to those that register in a group of 4. However, one person would need to register the whole group. It wouldn't work if the group members were registering individually. You can refer to the Creating Volume Discounts article to learn how to set them up. I hope this helps!
