Yes - Cvent can support this use case.
In Cvent, you can create a landing page or event website using Site Designer, and that page can be used to house meeting materials. PDF resources can be uploaded into the Document Library and added to custom pages within Attendee Hub/Event App, and PDF is the recommended format for these materials.
If the goal is to make the materials available to both attendees and people who did not participate in the event, Events+ is a good option because it is designed to share past event content and includes privacy controls. Cvent also provides a shareable URL for the attendee website through the Sharing Your Event section.
One note: Cvent does provide a downloadable QR code, but you can create a QR code as pointing to the event app download link rather than the website itself. If you need the QR code to direct users straight to the resource website, that may require a separate workaround depending on how the site is configured.
