It looks like there are no time zones that are -9 hours from EST, but there are some that are +15. So, you could use one of those countries' time zones for the *day before* your event... that should get you exactly where you need it to be... if my logic is correct!

Chances are nobody will be logging on then anyway... and you can even put in your event promotion that registration opens at 9 am EST. You could even delete any that come in before 9 am if you wanted to (or send them an email to tell them they didn't follow the rules!). Then you aren't worrying about having it in a weird time zone.
