I was able to use the report Agenda Items - Financial Summary to get the data I need because I could filter what I don't need.
Every report should have the advanced filter dropdown.

Easy enough to create a report that gives me the count of registered per session.
In Legacy I was able to filter out sessions that had 0 attendees.
I don't see a way to do it in new event reporting.
I have several closed sessions that are listed so they appear on the agenda/summary page.
Ideas?
