Hi there,
I have been using the both website header as back ground image as well and on some other websites I used image widget.
Now if you prefer to add the header image as background then it wouldn't be responsive at all. The image may crop off or you couldn't see it scaling itself based on device. I use 1920px width and 180px height that fits my requirement. I personally don't use the larger website header image, if the height of the banner image is anything more than 260px or300px would cover most of the website view and users have to scroll to see the website pages. I think it Cvent should specify the height of the header image on those Flex Graphics Cheat sheet article.
