The first time you pull over the consent question widget, there is a text box available for your text to be added. However, once the site has been published, even if it is in test mode, that text box disappears and the text becomes permanent - uneditable. I think it's basically a protection to make sure you don't have people agreeing to different things. So if you need to change it from a previous event, or if you are still in test mode and want to change something, you will need to delete the box and put in a new one.
That said, I have also seen cases as you just described, where the text that is put in the consent question is just something like "Please check to accept the terms." or something like that, and the actual T&C text was put in a text box above the question.
