I recommend making this modification on behalf of the registrant on the backend. That way, you can determine the amount refunded and the price of the item at that time. You can manipulate the amount refunded to be $0.00 and change the price of the new item to be $0.00 to prevent refunding and then charging again. From the registrant perspective, it is intended functionality when switching sessions to refund them for the item based on the refund policy and then charge them for the newly added item. Handling this through planner modification allows you to bypass that. The screenshot I am attaching is the final page of registration through planner modification. The red boxes show where you can manually edit the refund and purchase amounts.
