If you have multiple invitation lists in your event, then each list will have their own set of emails.
You will have to create the email within the invitation list where the invitees are added. For this, you can go to the event > Email > Invitation Lists and see which list is showing the invitees within it. Then, please go to Emails > Event emails > click on the 'Invitation List' drop down which is right above 'Open Email Designer' button and select the invitation list under which you want to create the email.
Now, when you create a new email, you will have to take care of the audience type of the email. If you select 'All Invitees' then while sending the email, all the invitees (registered/not registered/cancelled etc) will display to you.
Also, under 'Pre-Event Emails' you will see only those emails whose audience type is 'Undecided invitees' which is used for those invitees who have not yet registered for the event. Audience type as 'All invitees/accepted registrants etc. will show under Post-Event emails'.
Additionally, the people who you want to send the email should be added within the event's invitation list and not just under the address book. So if the people you want to send the email are not added to the event's invitation list, they will not show while sending the email even if you select the contact group you added them under in the address book.
Another way to send the email in bulk to all invitees is as follows :
Go to the event > Attendees > Attendee list > click on the drop down below 'Attendee List' header and select 'View All' option to display all the invitees in the event > select the box next to 'name' to select all the invitees > Bulk Action > Send email > Select the email you created in the event already that you want to send out to these invitees > follow the steps and send the email.

I am trying to send an email about a specific event to specific people that I have contact lists for. When I create the email it goes into post-event, and I when I try to add the contact list to send it to I can't see anyone on the list. The filters are set to all invited and the specific contact list. But for some reason no matter what the filter setting is I cannot see anyone on the specific contact lists that I want to send the email too. I have imported contacts to the lists, but I cannot figure out what the filtering should be to make it work.
