If you don't have the image as a background, you can't put other elements on top of it.
I'd reach out to Cvent Support regarding the responsiveness and cutting stuff off. I don't think there's a way around that but I could be wrong.

So now the issue I'm running into, is that the images are not responsive and you lose a lot of the images when you look look at the device preview on a tablet or mobile device. I'm certain this has to do with placing the banner image as the background image on the section, versus placing the banner image AS AN image.
Anyway to fix this and make the banner images responsive?

I was able to achieve the look we were going for, thanks to you! However, the only issue I have is that the desktop view gets cut off at the bottom. The tablet and mobile views show the full image and look correct (see screenshots).

It looks like the section (orange outline) has to just be one column. If it's more than that, it won't work. Also, your image has to be set as the background image for the section, not just an image IN the section (use transparent spacers to show the background image).
