Amanda, what Jorge said is the answer Cvent gives for not allowing changes to the question after saving. The crux being, if you change the question after someone has consented, there is a disconnect between what was being asked and what was consented to.
That said, I understand your frustration as I too had the same thought. At least lock it down after registration is launched but who are we to say.
If you are less concerned with any legal backlash, you can build your own consent question using the "Choice Question" widget, make it required, set it to accept Multiple Answers but then only have a single answer. This will stop someone if they do not consent but still make them feel like they have a choice as they can check or uncheck the box (versus using a Radio button, single choice where once they select it they can't un-select it).
