That access is something that is controlled at the Admin level for the account. I would suggest reaching out to your Account Admin to see if they are able to add that access to your user type or change your user type to one that includes that access. It could also be that the workflow prevents creating an event that isn't tied to an approved meeting request form, but your Account Admin should know that as well.
