Yes, you're correct! The key is question tag it's important for cross event reports.
The question can be slightly different but should be relevant to the question tag which is tagged to it.
Ex: In one of the event survey I'm using "Overall" as a question tag for "Overall, how would you rate this event?" and in another event I need to slightly change the question as "How much you would rate this meeting as overall?" here I can tag the same question tag and run the Cross Events report for responses from both events.

Yes, you can see the response for multiple events. For that you need to use the same question and select the same question tag. If you don't see question on the drop down, you can create the question tag and tag it to the question. Apply this step to every question on your feedback form and apply the appropriate question tag. Once the responses are received. You can run the Cross Event report to analyze responses across multiple events.
