Hi Jessica,
If I understand your question correctly, I think you can address this by either making a custom contact field for the manager's email, or using the CC email contact field and renaming it "District Manager Email." (Just note: if you use the latter option, it will stay attached as a CC email address to that individual's contact profile).
Then, under Advanced Settings in the Registration Confirmation email, click 'yes' to send an additional copy of the email each time it is sent, and select either the new custom contact field or the CC email address:
