Thanks for reaching out about the Agenda "Filters" button behavior.
The Filters control in Attendee Hub is "smart," so it only appears when there are filter options that actually apply to the sessions a logged-in attendee can see. In practice, that means:

The button will only show if there are active filters (time, category, or custom session fields) configured on the session list and
-
At least one session that the attendee is eligible to view has values in those filter fields.
For your event, that explains why in-person attendees see the Filters button, but virtual attendees don't: the existing filters are effectively tied to sessions that are only available to your in-person audience, so there are no usable filter options for the virtual view. In that scenario, the system hides the Filters button for those virtual attendees by design.
To resolve this, you can:

Confirm which fields are configured as filters under:
Attendee Hub → Website and App → Manage website and app → Features → Session Content → Session List → Manage (Filters).

Make sure sessions that are visible to your virtual registration types also have values in at least one of those filter fields (for example, adding a Category or relevant custom field).

Log in as a test virtual registrant and revisit the Agenda/All Sessions page to confirm that the Filters button appears once those conditions are met.

In site designer, for my Agenda page, I have it set to display the Filters button. If I visit the site as a user for the in-person event, the filter button displays and works correctly. However, when I visit the site as a virtual participant, the button does not display on the Agenda page. Any thoughts as to why that might be? I do not see anything that would restrict the visibility based on user type.
