Wouldn't it be so much easier to be able to manage all accesses from a single point? This is not efficient.

Since, the user is already added as an Access Portal user, the system is not letting you add them as an account user. The same email address cannot be used to create both Account and Access portal users because of which you are getting the error. To add the person as an account user you first must delete them from the access portal and then can add them as an account user on the Cvent account. Please follow the steps to delete the access portal user:
Go to Admin > Access Portal > Portal Users > Select and delete on the top right.
Once done now you can add them as a user on the account by clicking Admin > Manage Users >Users > Create User.
Please note that once you add them as an account user , they will have access to Access Portal automatically ; you simply have to give report access.
