Is there a way to upload a PDF into the registration form as something that needs to be completed? 

In a roundabout way, yes! First, add the document to your event in the "Planning" section:Once you've added the document, it will generate a URL for you to copy. Then you can go into the registration path and link the URL into text, i.e - "Download and complete this form"
