In a single event, each invitee can only belong to one invitation list at a time. When someone uses the Forward Invitation widget, Cvent will only create a new invitee if that email address does not already exist on any list for that event.

Because of that, if a forwarded name is already on your original invitation list, they won't be added to your "forward" list, and there's no setting to automatically move or also add them. This is why your forward list alone can't give you a reliable count for "who submitted at least 5 names."
Workaround to accurately track "5+ names submitted"
Instead of relying on the forward list itself for the game logic, I recommend:

Create a simple "Invite Colleagues" survey if you have Premium Surveys contracted

Link this from the confirmation or post‑registration page

Report on the form to determine swag eligibility

Run a report grouped by referrer and count how many invite rows each registrant submitted.

Use that report to identify everyone who reached the 5‑name threshold, regardless of whether those invitees were already on your original event list.

(Optional) Import those invitees into a dedicated "Forwarded/Referral" list

We would like to gamify our invitations by allowing users who register to add up to 10 people on the forward invite web page. Users who submit 5 names will receive some kind of swag. We've figured out how to set a separate list up for these names to be put on. And we have the reporting set up for the forward invites. Our only issue is that if a name is already on the original list, it does NOT get put on the forward list when a user adds them. We'd like an accurate count of who has submitted at least 5 names. Has anyone found a workaround for this? Could the name be moved to the forward list if a user submits it on the forwarding section?
