It appears the error is occurring due to a limitation associated with your current user role. It is likely that the account administrator made some changes and saved them but did not publish them. As a result, when you attempt to make changes and publish them under your user role, the system generates a hard error because your role does not have the required permissions to publish those pending changes.
The best way to resolve this would be to reach out to your account administrator and ask them to publish the existing changes first. Once those changes are published, you should be able to proceed with your updates and publish them from your end without encountering any errors.
