Okay, so I think the Registrant Checklist alert that you are referring to is solely part of planner alerts and not On Arrival? (but I'm not positive about this - they may be linked somehow)
The list I'm referring to is the one that is part of On-Arrival Basic, which comes with the regular event management subscription. Here is how it works:
